In the early 1980s, Turin, Italy, was a booming automotive manufacturing town, making more than two million cars a year for the domestic and international markets.

But by the end of the decade the city’s fortunes had shifted. Car production had plummeted by more than 50 percent, and the resulting loss of more than 80,000 jobs helped drive unemployment to 12 percent, twice the national rate. The city was littered with abandoned industrial sites.
